Exercise Format

Exercise Black Trapezium was a functional simulation exercise (FX) delivered electronically from the UK Health Protection Agency offices in Porton Down (Exercise Control) to the ECDC premises in Stockholm, and to participants of selected countries involved in the food and Waterborne Disease (FWD) network.

This one-day international exercise, held on 24 November 2010, lasted for approximately 7 hours from 09:00 CET to 16:00 CET with the exercise played  in real time.

Representatives of the FWD network from the following Member States and  Norway, participated in the exercise 

  • Denmark
  • Greece
  • Ireland
  • Malta
  • Norway
  • Romania
  • Slovenia
  • Spain
  • United Kingdom
  • ECDC

In addition, representatives of the following countries and organisations were invited to ECDC, Stockholm, for the exercise as Observer/ Evaluators:

  • Slovakia
  • ECDC
  • Health Protection Agency, UK

Information was provided to participants by email injects from Exercise Control in the UK. Participants were required to prepare and submit this information in the correct format to the correct location on a duplicate site of EPIS. This duplicate EPIS site was developed by ECDC for the sole purpose of this exercise. The site had a unique web address and was only accessible by the participants in the exercise.

The exercise was structured into twenty-seven injects divided in three blocks, which composed the scenario.

The timing of information flow via injects to FWD network players from Exercise Control was controlled by the Master Events List, which detailed what information should be sent to individual countries and at what time.
