Context
Exercise Orange Circle was an ECDC exercise designed to test further ECDC’s mission and build on the ECDC Guiding Principles and Public Health Emergency Operation Plan (PHEOP) for the response to a Vaccine Preventable Disease (VPD) outbreak across the EU.
Exercise Orange Circle was devised and delivered by contractors from the Health Protection Agency (HPA) of the United Kingdom.

An Exercise Planning
Group (EPG) was formed, coordinated by staff from the Preparedness and Response
Unit (PRU) to provide the exercise designed team from HPA with guidance for the
planning, approval of the exercise documentation and exercise conduct. The
group had support from staff of the Vaccine Preventable Disease horizontal
programme, Health Communication Unit (HCU) and administrative staff of ECDC.
