Participants Targeted

This case study is especially relevant for municipalities that have large numbers of foreign temporary workers, where an outbreak response needs to involve the employers and possibly other municipal services, including public health services.


This case study is aimed to be conducted jointly by:

  • employees of the local administration and municipal public health service;
  • employers of foreign temporary workers;
  • employees of other municipal institutions, such as social services, or NGOs

Key roles of participants may include:

  • Local healthcare - individual/team from local hospital in working in patient care front line.
  • Laboratory - Individual/team from laboratory services supporting the local community. 
  • Local government - representative from a local administration body municipality/county. 
  • Industry - individual/team representing the employer(s) industry.
  • Workers - individual/team representing workers unions.
  • Communication - Local journalist (radio/newspaper/social media).
  • Interpreter - Person knowledgeable of language(s) and culture(s) of the temporary workers.
  • Social workers - individual/teams representing the social services, and NGOs who are knowledgeable about the cultural settings.
