Background
The World Health Organisation (WHO) published in 2005 the International Health Regulations (IHR). IHR is an instrument of international law that is legally-binding for 196 countries. They create rights and obligations for countries, including the requirement to report public health events. Consult the IHR here.
As part of the services supporting the countries in implementing the IHR, the WHO offers e-learning courses on IHR. This course is an entry level briefing on the IHR. If you are interested to learn more about IHR please explore the other resources available on the Health Security Learning Platform of WHO.
ECDC invests on Continuous Professional Development of the public health professionals in the European Union (EU). Knowledge of the IHR is of essence to our target audience and we therefore recommend the WHO e-learning course on "Introduction to the IHR".

Learning Objectives
After completion of this introductory course you will be able to:
1 - Explain the main criteria to be used to determine whether or not a public health event should be notified to WHO according to the decision instrument described in the Annex 2 of the IHR;
2 - Describe the main legal procedures under the IHR for notification of a public health event to WHO;
3 - Describe specific aspects of IHR communications including the role of (i) the National IHR Focal Point, (ii) the WHO IHR Contact Point (one in each WHO Regional Office), and (iii) the WHO Country Office (one present in most countries).
